Abridged version of the President’s Welcome
Address at the Students Conference on 10 July
2004

|
There is a need to prepare the future generation of
corporate professionals who will one day become leaders
in their own right, to compete in the global marketplace
and to face new challenges.
In his message when launching the National Integrity Plan
or PIN (Pelan Integiti Nasional) in April 2004, and
subsequently in the publication, our honourable Prime
Minister said that Malaysia had accomplished much success
as a developing country and was taking steps towards
attaining a developed country status based on our own
mould.
To move towards greater excellence, he said the country
and its people must be wise in managing success and have
firm and effective ways to overcome the various
weaknesses and inadequacies. The great challenge
encountered in attaining excellence was in enhancing
ethics and integrity.
In view of this, the Government has drafted and
implemented PIN which is the master plan to guide various
sectors on ethics and integrity. The general objective of
PIN is to develop a society with strong moral and ethical
attributes, with its citizens imbued with religious
values and firm spirituality, supported by a noble
disposition.
PIN is an integrity plan derived from the aspirations of
the Malaysian society and country, moulded on a Malaysian
model and owned by Malaysian citizens of various races
and religions.
To ensure its smooth implementation and achieve its
objective, PIN has been prioritised into realisable
targets. For the first five years to 2008, PIN will
achieve five main targets known as TEKAD 2008 :

To effectively reduce symptoms of corruption,
malpractices and abuse of power;
|
|
2.
|
To enhance the efficiency of public service
delivery system and to overcome the trivials of
bureaucracy;
|
|
3.
|
To enhance corporate governance and business
ethics;
|
|
4.
|
To stabilise the family institution; and
|
|
5.
|
To improve the quality of life and well-being of
the society.
|
I am pleased to inform that MAICSA has been invited by the
Ministry of Domestic Trade and Consumer Affairs to serve in
the Steering Committee in Corporate Governance and Business
Ethics. Under this Steering Committee on Corporate
Governance and Business Ethics, five strategies have been
developed namely:

1.

Enhancing the integrity of the corporate sector;
|
|
2.
|
Developing and strengthening an ethical business
culture;
|
|
3.
|
Improving cooperation of various sectors through
Malaysian Incorporated concept in the practices
and culture of integrity;
|
|
4.
|
Increasing cooperation between companies and
employee unions; and
|
|
5.
|
Establishing and continuing with the social
justice programme among ethnic groups and amongst
regions.
|
The Steering Committee was further divided into five
working groups based on the above strategies. MAICSA has
sought to be represented on all working groups. To date,
only the Second Working Group has held its meeting on 26
August 2004. The Institute through its representatives will
now endeavour to develop a template on how the Business
Ethics in Malaysia (Rukuniaga Malaysia) will be implemented
by companies in Malaysia. We welcome any suggestions and
recommendations from members on this matter.
No doubt, PIN is a monumental task for the Government to
implement but with the cooperation of every sector, it can
be achieved if we are really serious in enhancing the
ethics and integrity of the nation. You, as amember of a
professional body, can also play an important role in
contributing your ideas towards the implementation of
PIN.
Let us work together for the success of PIN!
